Tackling water scarcity in Metro Manila

Manila, the capital city of the Philippines, is home to 13 million inhabitants across a land area of 619.6km2. Metro Manila's water crisis in early 2019, driven by seasonal shortages and rising demand, called for urgent action to ensure clean drinking water for its growing population. With demographic pressures mounting, swift measures were needed to address the challenges and secure a sustainable water supply for residents.


In the following years, water scarcity became increasingly apparent. The Philippine government responded with mandatory measures, identifying the urgent need for additional water supply in both Rizal Province and Metro Manila.

Our solution

From design and construction to operation and maintenance

Designed and built by SUEZ, the Calawis water treatment plant in Metro Manila is the largest modular facility of its kind in the Philippines. The construction of the plant was successfully accomplished thanks to the implementation of an ambitious fast-track program despite challenging conditions due to the remoteness of this site. As of June 2024, SUEZ team completed the 1-year operation and maintenance of the plant, handed over the facility to Manila water and will now provide technical assistance to their operation team until the contract concludes in 2025.


Using Decentralised Compact Units (UCD®), chlorine disinfection, sludge treatment as well as a medium voltage pumping station, the plant provides a reliable water supply for over 900,000 residents. It serves Antipolo and Teresa in Rizal province, along with nearby communities in Metro Manila, delivering water services. With a daily capacity of 80,000m3, the plant not only meets local needs but is also designed for easy maintenance, making a positive impact across the region.

Speed and efficiency

The assembly of a UCD® plant is notably fast, taking just a few days to a few weeks, depending on the equipment, in contrast to the much longer timeline and bigger concrete tanks required for a conventional water treatment plant.
